There aren't that many, you can catch tier 3 fishes from rank 9 in fishing (actually even earlier but you need a good rod and lots of patience for that)
There are a few rank 9+ fishers, even fewer people who can cook them (rank 9+ in cooking, can cook lower of course but they'll end up with a lower %)
My T3 fishes end up with around ~420-430 hp/fish at the very moment, I can sell them for ~0.3 per fish, just shoot me a pm if you need a supply of fishes
also regarding the ee/stats: you shouldn't go for that much (or at least have the opinion not to settle with anything else), especially at low levels it's not THAT important
being around 80% of the top range is already good (in my opinion)
