The normal power curve in terms of stat distribution:
1 mana is 4 stats, 2 mana is 5 stats (2/3 vs 3/2). Each mana after that is +2 stats. (6 mana Boulderfist is 13)
Then you trade stats for certain effects to equalize the cost efficiency of the card (like hiding some extra power in a deathrattle effect because it doesn't have immediate board power - Harvest Golem is 4/4 for 3 so it used to be played a whole lot because of stickiness factor and higher stats)
Even a previously very powerful card like Argus is actually just a 4 mana 4/5.
You get extra power in the form of trade offs and by combining different trade offs to mitigate each other you create strong decks.
This is basically the system Hearthstone used.
People really liked the early versions of Hearthstone and there wasn't effects miles above the power curve (why is cube a 4/6 with the amount of power in its deathrattle. its way above the power curve)
The cards that get played are always just the ones way above the power curve, rather than ones that create interesting decks (the only condition for bonemare is having 1 minion but you get more power than the curve should dictate)
If cards are closer to the curve than you get way more interesting decks being made rather than just the few that abuse overpowered trade offs.

So when I say that Hearthstone is unbalanced, I'm referring to the cards, not the decks. Overpowered cards dictate what decks are made.
