Agreed. The person responsible for the children obviously didn't do a headcount before leaving the park. This is basic stuff that the nursery should be doing as routine. If it isn't then there is an obvious issue with how they train their staff.
Nursery should issue a public apology, retrain their staff and not allow the person who was responsible to return to work until he/she has completed their training.
Don't know if it's newspaper worthy though... Nursery should just send letters to the parents to pre-empt the rumour mill.
