A monopoly? No, they don't. It's a classic argument to say that atheists and agnostic scholars cannot speculate or analyze scripture, world religions, the creation of the universe, and other theological topics simply because they are not a member of that religion.
There shouldn't be anything stopping Christians from doing a fair and scholarly analysis of agnosticism, and there shouldn't be anything stopping agnostic scholars from researching and writing about theology. More importantly, these opinions should not be simply discredited because of a person's faith or lack of faith.
Christians and other religious folk don't want agnostic scholars to comment on religion because they don't like what they have to say, not because the analysis isn't intellectually rigorous or qualified. Being religious should not be a requirement to be an adept theologian or to be able to research and comment on religious topics - that's an intellectual monopoly.
