Can't proceed to Act 2 until the 5 runs are done.
You CAN quest bug her, but do not "progress" through, or buy from any shops in act 2.

imo this section was a lot better before we had all these progression servers, challenges, and farmathons

too much going on in here now, just my opinion :thumbsup:
