I know a lot of people that just go to college for the loans and grants and then drop out. Do enough work to keep a barely passing grade until they get the money, then they withdraw or just stop attending. A friend of my, is attending college as a "career student" just to get the left over money from pell grants.

You have to maintain a decent GPA to keep receiving federal grant money. They may get away with it for a couple semesters, but the system weeds those people out. You can't just withdraw from classes after receiving your financial aid, the government doesn't allow it.
