There's no permanent ladder legendaries but you can't find them on non-ladder until the next ladder starts.

Not my style, but its the optimal build so far. I find it quite boring, but thats my opinion.

The most fun build in the entire game, to me, is the Fist of the Heaven: Fissure. Got Nerfed a while back, but its so much fun and require you to place your ball of lightning so the lightning chain hit the ennemies. Really fun, no brain dead spamming

Exactly, so there's no point. You just have to wait to acquire them but eventually you'll find them. Maybe it would make sense if they were elite items that you want to farm for ASAP, but the ones I looked at all sucked.
