I have been reading it so many times over those past 3 years... but still in my favs...

you can imbue it from mid levelz and still get the 2 druid skillz spawn.

But if you do imbue your pelt at Charlevel 94( or more) you will get the best chances to plus value the 3 staffmods

so

if you are aiming for a 2 druid 3 nado 3xx 3xx helm, imbuing at level 94 IS the way to go.
the chances of getting this helm are still low... but insanely far better than just raw and brute dropping.

So,in order to get a nice eth rare claw i should be imbuing with a clvl of 52 right? since the cruels mod is ilvl 56

No. "Cruel" mod on rare claws is level 56, indeed. But in order to unlock a level 56 affix, you must reach an affix level of 56.
Affix level is not (always) equal to item level.
For example, Greater talons (commonly used claws) need an item level of 78 to reach affix level 56, so you will need char level 74 to imbue it.
