My friend, I don't think a wacom will make you a better drawer. Actually it makes it more difficult, but as the nice people above me said. Pencil and paper is where to start, I myself just recently moved onto digital drawing. But I must say I find it much easier drawing on paper first, then scanning and modifying in photoshop.

I don't really know what tips to give other than start drawing what you think is fun, if you like dragons, then go do dragons, lots of them. Check other dragons that you think are cool and think of they were made. Try to mimic them, there's nothing wrong with borrowing an idea or too and applying it to your own work. In time you will get better. The best tip would be to draw, just draw, and don't give up. How to work with perspective and proportions will come in time.

Just remember when you draw with a wacom in PS to activate pressure sensitivty, otherwise it'll feel really unnatural.

It's easily done in Window > Brushes > Shape Dynamics, for brush size ( harder you press, bigger size ) and Other Dynamics for brush opacity ( softer you press, less opacity ), and remember to have latest drivers for the tablet installed.

How do you make a human stock with plain/skintone colors have a vibrant/non-skintone colored background and look good at the same time?

it's all lighting
light reflects off the background onto skin
you don't notice it because you're used to seeing it all the time
but if you're in a blue room, blue light reflects onto skin
so if you had a picture of a person in a blue room and rendered that person into a red room
it'd look wrong even if you've got a perfect render
therefore, try and find human stocks with a similar colored background
or a black background
use blending methods and gradiant maps lightly to help the person look more natural in the setting.
i normally try and find stocks that are taken with a white backdrop, so there's white light on the skin with the same lighting direction that i want my photo to be
that way my lighting already matches up
or you can added your light to match up with the stock.
