Here is how I built my Wind Druid:

Now, the most expensive piece of your gear (with regard to stat points) is going to be your Monarchs - since they require 156 strength. At Level 80 (when you can wear the last piece of your gear), Enigma gives you +60 strength. I recommend using a Dusk Shroud Enigma since it has decent defense and a low strength requirement (77).
Initial Strength: 15
Torch (mine isn't Perfect, but we'll assume it is for this calcuation): 20
Anni (same as torch): 20

That gives us 75. Only need 2 to wear the Dusk Shroud Enigma. At Level 80, you will have 77 + 60 = 137 strength (19 shy of req for Monarchs). At Level 91, you will have another 8 strength, so you can get away with putting as few as 11 more points into strength (you just won't be able to wear your shields until level 91). The rest of your points can be split up between energy and vitality. I typically like to get my base energy up to 100 and spend the rest of my points in vitality. Doing that makes the stat point distribution look like this:
Strength: 13
Dexterity: 0
Energy: 80
Vitality: Everything else
When your torch/anni aren't perfect (attributes), you will have to adjust the strength to match, but that will only be a maximum of 20 extra points (if you got the most crappy anni and the most crappy torch possible).
All in all, I will say this is one of the most fun characters I have. He doesn't kill things as quickly as my other characters, but he has rediculous amounts of life and still does pretty decent damage (6.4k Tornado with a 3k-4k Hurricane always on).
I haven't done much PvP with him, but the couple times someone has tried to PK me in runs, they both gave up and left when they noticed my hit points weren't moving much.
