Market forces are what dictate price in a free world. If supply outstrips demand then process fall and work goes to the lowest bidder.

If you interfere with that and say that you can't sell this cheaper than x, you are manipulating that market.

Imagine this was the case in other markets. Imagine USA set the minimum price of exchange as 3 Euros to one USD... How would that pan out? China attempts manipulation like this.
