The jump from GTX 660 to a 3060 will be substancial. Wouldn't be a problem running D2/D3.
Ryzen 5 5700x is way overkill for those two games but if you want to future proof your build a bit or run more clients it's a good upgrade.
Just be sure to check that your new components are compatible. You may need a new motherboard to take advantage of the newer WiFi adapters. Microcenter has some pretty sweet bundles if you have one near you:

strix motherboard currently on sale on amazon, the 5700x is like roughly the same price as lower models so i figured why not. new power supply ( corsair 750w GOLD on sale right now on amazon ), keeping my SSD probably, obv new RAM, and also a new cpu heatsink because my Dark Rock Pro 2 will not work on the new AMD mobo's.
i do think i'll be running multiple clients, a few d2's at once or d2 and d3 at once. i want to be able to pretty much max all settings and scaling on d2r.
