It's not the "fault" of any race. It almost entirely boils down to gangs. I mean yeah, political rioting has caused a few deaths. But mostly, it's just gangs. Over and over. Oregon consistently targeted gangs and put all of their members into cages. They had no truck with it. That's slowly starting to change for the worse. But Oregon isn't "behind the times" in this regard. They were ahead of the curve. And has police forces with some of the nastiest reputations in the nation when it comes to "excessive force" to make it happen.
When you're dealing with hardened murderers, why keep on the kid gloves? That was the reasoning.
