Hello forum i just start today with d2jsp and was reading the rules here to see what is allowed and what not.

I dont understand what he mean

He or she is accusing you of owning multiple accounts. If this is not the case you have nothing to worry about, block him and move on.

You should block him. Most people on here are annoying anyway, so you'd have one less person to be annoyed by.

If somebody is bothering you via private messages and you would like to stop it, then please add them to your blocklist, as mentioned in Post #2
