HC = need max block
Bot baalruns = need max block
SC and no bot = nn max block

I'll go ahead and back him. Personal preference if you're softcore, really. If you aren't playing legit (shame on you), then take his advice.
Otherwise, go for what fits you best.

I will confirm this common sense post.

Not so simple, depends on your items. If health is high enough, go max block.

Hardcore = max block with 99% fcr.
Softcore = max vita with 163% fcr.

That's how I would go with it.
