the other reason its banned is not becuase its OP its because the 25% to cast lvl18 glacial spike, which falls under the banned rule

that's an east rule
lvl 18 glacial is 197-213 damage
lets look at resist with the standard prudence storm shield build everybody uses
40 torch, 35 prudence, 60 storm shield = 35 cold resist in hell.
not to mention most zealer are using highlord fools dmg builds with 20% cold absorb raven
so that 197-213 damage is really 128-138 after resists
and after 20% absorb that's 76-83 cold damage
now apply the 17% pvp penalty
