is the Chance of Crushing blow ( 10% on item ) = only 5% because of a magic attack or still 10% ?

Its the exact same as a normal attack except:

It adds +X min/max damage (prior to %ed/ds/etc, so treat it like you would extra min/max damage on your bow itself)
a % of physical damage is converted to magic (after all other calculations like %ed/ds/etc, and only applying to the weapon's physical damage, not added elements or crushing blow or open wounds)
if the % of damage converted to magic is 100% or more, it cannot be blocked (and only converts 100%, anything displayed above 100% is redundant)
it consumes 0 quantity and can be used with no arrows or bolts equipped
it costs mana to use (until level 13, at which point its free)
it can't be modified by "fires magic arrows" or "fires explosive arrows" modifiers, it overrides them

Everything else is the same. Crushing blow is the same as a normal arrow attack (halved impact for range, but same % chance)
While it lists +% attack rating, it doesn't work
