what is the 2/3 rule some people trade after ?

There is no official rule and it’s silly anyway, it basically means they won’t go first unless you have majority 2 of the 3 things

the rule was invented by people who buy their accounts and spam post count so they can more easily scam people.

yeha i dont wanna get scammed by that and by pricy items i alway use a mediator but then sometimes people retract the offer

a guideline that establishes who's ''expected'' to give first in low-mid quantity trades, to avoid disputes/long mediation queues when it's really not necessary
