If I was to farm just for runes and didn't care about XP I would do Arcane just killing normal wisps, then Trav and WP to act 4 or kill Meph and hit the red portal. Rinse and repeat.

TLDR:

I did chaos from lvl 80-99 solo p8 for season 1. Averaged 1HR per 6hour over 200hours of gameplay. Killing boss packs and seal bug.
