If i try to pm someone using the icon nothing happens but page turns lighter as if i highlighted something i have to click their profile page to send a message
also when trying to track topic page turns a lighter color as if i highlighted a sentence with my cursor but
no pop up window appears

You have anti-virus? Could also be the problem. It's a long shot but have you tried simply logging out then back in?

just windows security and it affects my firefox browser too
log out of jsp? i haven't tried but can do

If you login to jsp in a new incognito window, does the issue persist?
It's most likely an installed extension or corrupt cache causing this.

Just tried still persists although right clicking and opening these in another tab works
just not when i try to do on the same page.

i had just fixed an issue where windows couldn't load my user profile
so had to setup a new profil as admin started getting new errors with
wifi adapter not working properly and then when resolved that
this has happened with the browser

I'd try to reinstall the impacted browser (repair/reset settings if edge)

Once reinstalled, make sure all addons for the impacted browsers are turned off and test again.

Could also test first on another browser to determine if it is a web browser issue.
