not a fan of nec mb but in europe it seems 4v4 classic bow teams are a thing in tournaments atm and also every necro playing those 4v4 is using mb, so this circlet is top circlet for that situation

the res is kinda useless in barb / bow / hammer / nec duels tho but still ok for sure

In the match ups where block matters, necro w/ block can be either make just that edge to feel even/competitive or other times just a very fun free win. This was one of my favorite chars to play, pick your match ups well and you can confuse even hackers, providing they are melee, because of how strong this is.

I never expected a circlet like this to exist in d2r, I guess this needs a 9/10

Edit: with the new larger stash, this should get a much higher score in d2r, beforehand you really had to pick a couple of hands, now you can just have it all on one char
