other than that:
windows updates are different than your motherboards updates
post what motherboard you're using
google your motherboard + drivers
download and install LAN drivers
try that
also check motherboards site to check advertised rates for ethernet port

Also yeah Ethernet cables Cat5 , Cat5E , and Cat 6,7,8,9 all make huge differences in speed, and durability.
Sometimes Internet Cables get so old they can pinch or even Dry-up , causing loss of Quality / signal.
I guess ill say resolved, its a shitty nic card.
if i bypass the router, perfect speeds.
my laptop and roommate comp having no issue whatsoever with any cables/ports on the router
no weird settings on router messing with my mac, dns is the same.
so i found this which sounds like it will be the best solution other than getting a new nic card
