The picture is horrible, can't see anything. Some things off the top of my head are:

Possible firmware update.
Are all the cables plugged in fully (both GPU and PSU)
Do you have the correct amount of PCIE cables?
Are you using pigtail PCIE cables?
What rated PSU do you have?

I had the same problem after a power outtage, I solved this by turning of the machine and unplug it from it's power source and unplugged the power connector from the power supply, waited a couple of seconds and reconnected everyting again. After booting up it showed no flashing leds. (On some other forum I've read something about power capacitators giving the wrong voltage whichs is causing the flashing leds and by these capacitators should drain after turning off the machine and disconnecting the power source.)

It happens when there is low power after the pc shuts down/ but the gpu still pulls some power from the caps. So it registers as it's taking low power. Very common issue, you can see it all over google with the new strix cards.

If you are simply talking about this, that means your video card is not getting the proper power, and your power supply has either failed or sucks.
Other possibility, is your Power may have went out for just the flash of a second, enough for everything in the house to turn back on, but throwing off the clockrate/signal/ or what ever you want to call it for the pc/power-supply/videocard

So if it happens again, and you do or do not notice a power outage near your home. Chances are it could be a slowly failing power supply or heated / max load.
