Yes queues are long on NA power hours like 5est-11est, and that was on weekdays, weekends probably worse.
A lot of people and BLIZZARD expect the fresh servers to lower population when wrath comes out because some ppl are only leveling for fun again and then will go back to their main servers, but some will stick around, and wrath will have a HUGE surge in population again compared to pre-patch, so it likely will still get worse. You are better off starting on a med-high pop server (or low, it'll probably be a full server in a month, but long term anything could happen). There aren't really any balanced pvp servers left beside grobbulus which is locked. But there are pvp servers with huge faction imbalance that can still be fun if you play the large faction as due to population there can be a small amount of alliance found still (at peak hours), but you can bg (crossrealm anyway) and arena (idk about that, don't do it).
I play whitemane (H) and it used be known as the largest server but was surpassed by Faerlina, however that is to our benefit as Faerlina queues are insane, and whitemane basically has no queue but there's people everywhere (on horde, not ally).
