So I don't play d2 resurrected regularly, I know there was a planned update affecting a3 taxi. My question is, I killed travi, 2nd char can't enter tp to mephisto tho. What to do now?

Go back to regular d2 where everything is normal.

What i don't get is why a3 became unskippable.
"Most people love act 1, so we still allow players to skip it. People don't like act 3, so we make it unskippable"
