Ehh, I could see this being abused so easily.
Example:
1. User A gets mad at User B.
2. User A spams User B's inbox excessively.
3. User A sends 0.01 FG with nasty text comments repeatedly or whatever current threshold is.
4. User A then spams invites from his newly created guild called "some nasty comment" resulting in, "You've been invited to 'FkUrMom'"
It could get ugly for User B pretty quickly lol
That being said, perhaps revamping the guilds to require some tags in their setup (e.g. game(s) they play, region, sc/hc, pvp, pvm, etc). Adding permission for "refreshing active status".
Then revamping guild list to show only guilds actively looking for members (must be refreshed once a week by guild by clicking "refresh active status" button in their guild page). This list would be filterable by users looking to join an active guild based on the tags the guild decided to include.
