United’s scouting department hasnt existed since like 2008 it seems. Between summer 2005-2006 the club managed to sign Van der Sar, Evra, Vidic, Carrick, and Park for a combined ~£40M (Evra, Vidic, Park being 24 and Carrick 25 at the time of their signings). No way the current crop could bring in even half that impact at even triple the cost!
The last true impact signings were a no-brainer van Persie (short term fix) and De Gea the year prior
