Step 3. Tell Americans how bad it is and they are the ones to save them (maybe blame Trump in there somewhere)
Step 4. Crack down on Cartels and be perceived as a hero

I don't remember seeing Biden's name on any ballot this year.

The navy will shipwreck countless vessels attempting to patrol the rio grande. The smaller watercraft that made it past del rio will take a wrong turn at the Pecos. When they make it to Iraan they will be ordered to engage. Despite still being in the US they will be forced to follow orders and start a war with Texas. Those that stayed true to the Rio grande will reach Los Lunas before Biden wakes up from his nap, takes his massive cocktail of drugs, goes for a bike ride, and remembers he is the highest ranking officer in the US military. Sailors will reach Albuquerque and realize they have made a wrong turn.

I hope he does become tougher on the cartels, they are a big issue and no-one has been able to fight against them for decades.
