Whether 40fg vs 2000fg build or not, the 2000fg stands a 500x better chance and as you stated yourself, a 90% chance of winning. The 2000fg is PAY TO WIN compared to the 40fg, exactly the same as a "whale" that spends $500 vs a guy who spent $40.
