I think a GTX 960 is getting a little on the low side. If he doesn't want to break the bank, I think he should get at least an RTX 2060 so he doesn't need to worry about any new releases for 2-3 years. They're only like $230 bucks on EVGA for a new one. The 6600xt is $280 and it outperformed my 3060 even with DLSS 2.0, but I can't recommend AMD. It's not that mine doesn't perform well, it's the fact I had to go to advanced settings (GPO) and block windows from updating drivers. Otherwise, windows will constantly uninstall AMD drivers and replace them with* its own version.
