Even while taking steroids you won't gain any muscle without strength training

What if you simply keep sitting in the chair and lift weights (normal hand weight, 3-5 kg) every single day as much as you can bear? While still eating and taking steroids? What would happen in 5 years? Would the body make the arm muscle take all the energy and would you be skinny?
