English is completely made up and it never follows it's own rules. you just kinda use it how you want it and people will usually just go with it.

Fair is not a sentence.

Sentences require a subject and a predicate. Fair is not both.

No.

Sentences only require a verb.

"Go." is the shortest but complete sentence in English.
