you should have exactly -175% on it for "max efficiency", and the levels you need to put into it varies depending on your gear how many + skills you have. If my memory serves me correctly you should LAND on lvl 17 cold mastery (all +skills included, so its normal with something like 5-10 hard points depending on build)


Edit: also you can only edit posts for a certain amount of time before it gets "locked" with what is written on it!

nope.
When it comes to synergies, only hard points matter. Or stuff like paladin's hidden bonus for hard points on cold/fire/light resist and blessed aim. There are probably a few more of that kind
