Not fussed between the 2 and probably atx

Centrecom and scorptec has free dilivery if you spend over 100-200

Probably going to lower the budget to around 3200

unfortunately the conversion doesn't work like that with pc parts

Thats because you have to change the location of where the item can be purchased.
Example instead of PCCG or MSY, ( where the rates are almost doubled ) you could purchase on amazon.
