Tested with D2R just now and it seems to be working much better. Seemingly no lag while streaming to Discord (I'm even writing this post while streaming with D2R open and there isn't any lag). So this likely fixed the issue. Now I just need to figure out how to optimize the setup (both the case fans and the graphics settings) to make it flow smoothly.

That temp on your CPU isn't too high by any means. Its max temp is 95 so you're good by a wiiiiiide margin.
That CPU temp "wave" effect is Precision Boost for sure. That's part of Ryzen and is a perk along side your MOBO. It looks like everything is working smoothly. Congrats
