Question is written in a very poor way.

"identify two actions that should be taken to recognize"

Recognition is an action. How do you action to recognize outside of that? Doesn't make sense.

Request clarification for a poorly worded question.

1. upward focus performance reviews:
during my time as an auditor, feedback would go downward from management to lower level employees. feedback is critical to setting goals in the workplace. It becomes a problem when this conversation becomes one-way and upper management becomes dictatorial, and disconnected from those they manage.

2. a communication mechanism establishing what your (as a lower level employee) personal career goals look like. this is different from 1. in terms of the scope. Making your big picture career goals understood should ideally allow employee and manager to establish your specific ladder of opportunity and will employee retention. You wont feel like your working into the ether, but toward a commonly understood goal state.
