i've read a lot of information on max block.. the one thing i'm not finding an answer to is:

when hovering mouse over defense in character screen.. it shows chance to block for the type of monster you last encountered.
they are all very different!

so what should i go by to find out when i've reached max block?
or what monster should i tag before dumping points? on what difficulty?

No
Block is the same vs everything, all monster and other players

What howering shows is the hit chance that comes from defense
Obviously thats different for each monste cos they have different attack rating

alright, out of some confusion from something in the past, i was lead to believe it wasn't static.
i remember achieving 75% and then later on seeing it fall down to 73% (without changing gear or dex charms or anything)

You probably leveled up and this needed more dex

Unless you are a Paladin, max block in pvm is overall very meh.
