I've found it in lvl 10 and 15 maps before when doing MM.
It's all about RNG when and IF you will find it. Sometimes you find it and sometimes you explore the whole map and not finding it.
Just need to be above lvl 15 and have done the pre-required objectives so you have it active and then praise the lord gaben that you will find it.

There was mention that Treasure Pest AND Sneaky can be found on a TierIV Map, and using /set easy 1 to make it easier. Guessing that the 2 level difference may change this and you find it easier on a Tier V map.

You CAN find it on a lvl 5 map. Generally when we are hunting for TP and sneaky, we use either level 5 or 10 maps with EPs and set easy 1 for one EP max spawn for greater chances at getting either of the two objectives that weve hunted for.
