I have a 11 max 14 all res jewel not sure on lvl req though

I think there are a couple problems here.
15 max damage is the highest for a jewel, while remaining under req lvl 30.
If they roll suffix and prefix 11-15 (22-30) then they become level required 50.
Incidentally, i have a 15 max damage jewel for trade as well. Req lvl 18.

Edit: Ah I stand corrected I suppose that makes 24 max damage the ideal value for you.

Incorrect - if they roll Vermillion prefix they become level 50

Carmine Jewel of Carnage can be 9 + 15 and be level 27

You can also get up to +5 prefix and still remain level 18

And up to 5+9 and still remain level 9
