Yes, I understand D4 will require higher specs than D2R and getting a PC is the best choice. I thought I heard D2R spec is also not too low either.
I bought a cheap gaming laptop: HP Pavilion Gaming Notebook 15.6" FHD AMD Ryzen 7 4800H GTX1660Ti 8GB DDR4 512GB SSD Windows 10 Home. I don't play any other PC games and it runs D2R pretty smoothly.
Thing is who knows. Right? D4 is over a year away at this point atleast. Likely 2-4 years away... You probably wont be maxing it out or anything but it could run on those specs. Infact i'd expect it to run decent. However, of course, we don't know what Blizzard has up their sleeve so it's really hard to say.
If you can, start putting away about $40/month. That would get you around $1k in 2 years or $2k in 4 years. 1-2k would be enough money to upgrade to your next laptop or even desktop with specs that should run D4 pretty easy.
