On more vita do the life steal more life comming?

The amount of life stolen ja based in your damage and the lifesteal%. Vita does not affect it AFAIK.
Note: lifesteal does NOT grant you the shown % of damage leeched back. It's significantly lower. Don't rely on it as a sole source of survival. It's a good sidemod, but not worth a full itemslot.

Paul explained exactly how it works during the rewrite, someone might be able to give you a link to it. His explanation of it is far better than the bastardized version that I could give you so I suggest finding that thread :P

Isn’t lifesteal just a range? Like if you have 10% life steal you can get anywhere from 1%-10% with the lower numbers being more common? If not, would love a link to the write up!

No, not even close. You also need to account for things like monster difficulty or their difficulty in relation to your character level to figure out how much you can get from life steal. There is more to it than that though, there is some next level complexity to it :P you will see what I mean once someone finds it, I’m sure someone has the link to it.
