Can lld 12 and 18 weapons/gear be crafted ? I'm trying to test some odd builds that need charges.

lowest craft iirc is lvl 13

Lvl 1

I know I can role ilvl 1 mods but I believe there's a auto +7 rlvl. Meaning the a ilvl 1 rlvl is 8.. But I cant remember wen I saw this if it was before I understood math and/or a good/bad source for info.
