that sounds like you're really unlucky. i got several gulls that way. Should be 3.2m on average with lvl11. Oh and don't mix up Dirk and Dagger haha
Other purposes are gambling rares. From boots and armors to rings to amus ( for +2 amus lvl 86 is minimum, 95+ gives maximum results)
