As for the scheme, it's a bit surprising that arrests and charges took so long to come along. I guess they needed to review and double-check a lot of documents. It's too bad the program didn't flag all of this right away. It could've given these guys a chance to come clean quietly. Maybe they had that opportunity, though. Plus, they brought this on themselves
