Hey , want to build a budget PC sometimes best to look online for 2nd hand PC and do a few upgrades .
Here is a link to a cheap build with no GPU which U can use the CPU which is integrated GPU and also future proof which you can accumulate better components over time but this should be sufficient enough to get on D2 .
Also got to take into consideration , might need to get M&K windows10 (can get for cheap online Google cdkeys) also a network card unless you going hardwired.
Also paying for D2 is also cost a hefty amount .

this is New Zealand prices might be different for you if you in a different region.

Also quick tip get a USB thumb drive and get the windows OS (free download on Microsoft ) .

Remember buying a new PC is always overpriced for what they actually are.
Build is the best way to go.

If you're not aware, we're in a GPU shortage. What this means is the current generation of GPU (like NVidia RTX 3000 series) are always out of stock to the point it affects last generation (like NVidia RTX 2000 series) and even the one before it (like NVidia GTX 1000 series).

So what would $650 USD get you? A GTX 1080 if you're lucky.

Let's say you did buy that on eBay or some other used market. You'll probably have around $100-200 USD left over...

So if he/she wants one with a discrete GPU, its' going to be close to impossible.

If he/she doesn't want one wit ha discrete GPU, then yea, it's possible using on-board graphics and calling it a day.

Not a very good one. You'll end up with low tier GPU like nvidia geforce 730 and still struggle
