For those that did not know, when you fish at a given level, you have an approximately equal chance to catch a fish from any tier at or below whatever level you are fishing. For example, if you are fishing between levels 11 and 14, you are equally as likely to catch a sardine, herring, or cod (about 33% each). If you fish between levels 15 and 19, you have roughly a 25% chance to catch either a sardine, herring, cod, or trout. So on and so forth, you get the idea.

When you fish in a well, every 15 levels you remove a tier from the drop table. Meaning that once you start fishing at level 15+, you'll no longer catch any sardines. Fishing at level 30+ will exclude herrings from the mix, fishing at 45+ will ixnay the cods, and fishing at 60+ will leave you troutless. I would presume that if you were to fish at level 75+ you'd no longer catch any bass, but you'd need to confirm that with

Here are the drop rates for each tier based on level fished, visualized:

So how do we quantify this? Each fish that you catch will heal mana or life (about 80% life / 20% mana, but that's irrelevant here). The quantity of life or mana healed is uniformly distributed across the applicable range for the given tier, so (MAX + MIN)/2. The MINIMUM for each tier can be calculated as the tier x 25, and the MAXIMUM for each is tier x 100. For example, if you catch a Cat fish (tier 7), the average life/mana recovered will be (7 * 25 + 7 * 100) / 2 = 437.5

So using the above drop rate table and the calculated expected values per tier, you get the following table showing the increase in fish value from using a well at each level fished:

I would argue that sardines and herrings are mostly worthless (at least as far as life/mana healed goes... they do have some value to skillers when sold in large stacks), if you recalculate the previous table setting the values of sardines and herrings to zero, you get the following tables:
