I mean, the community is in no way "dying"... that's literally a meme. Every single MMO ever loses players over time. But yes, you are right that the population waxes and wanes when there is new content/ time between content, and right now we are between content.
If the only people you're interacting with in game are, as you say, "elitist raid groups or mentally afk meta farmers", then it may be time to seek out other people to play along side. You can always look for a guild who completes parts of the game that you enjoy/ that you vibe with. People are always recruiting through reddit/ through the official forums. There are even raid training guilds if you want to raid but feel like the scene is too difficult to break in to as a new raider.
