I don't think it is a good idea to put enigma into D4, and I'm sure that anything like that won't happen in D4. In fact there will be no necessity for anything like this, as you can expect the game developers to deliver a way better balance in D4 than what we know from D2.
D3 is not a good game, for various reasons, but they got it right with teleport: D3 teleport is nowhere as good as D2 teleport and on top of that, most other classes got good and competitive mobility skills as well. In this particular instance, this can be called balance, a thing entirely unknown to D2 when it comes to teleport.
Teleport is one of the most broken things in D2, if not THE most broken thing. Giving only one class a mobility spell that vastly outshines anything else cannot be a good thing and it's beyond me how anyone can defend this. In this regard, enigma in D2 IS a good thing, as it helps with balance, albeit only in the end game. For D2, the alternative balancing solution to enigma is impossible, as it would require teleport to be removed or heavily nerfed.
Ha... I remember when I posted a thread in a German forum before D3 came out, outlining that teleport is a balance disaster for D2 and that I'm convinced that it won't be like this in D3, nor should it be like this, for obvious reasons. They teared me into pieces in that thread... but I was right.
d2 is a unique experience, sometimes what people think is broken is actually what gives it it's charm. it was an experiment and had a lot of happy accidents of some sort. it definitely did something right, so maybe the balance is found else where other than the obvious places such as all class having equal movement abilities.
