A lot of construction companies have tried to step in and build them micro homes, but bureaucrats always get in the way.

You cannot. Its a symptom. Most of which is by choice. Not saying that there are those who are not dealt with a bad hand just a majority are simple unfit to participate in society. Most don't want to work or have a motivation to really pull themselves out.
There is a lot of help out there and we should as decent human beings offer it. However I've learnt over the years you cannot help those who do not wish to be helped.

A better focus would be focusing on productive projects that get ppl excited and passionate to participate in. I particularly like the programs which for exchange of labour such as planting trees. picking up rubbish etc have mutual benefits between the homeless and the cities they live in.

Throwing money at them will 70% (speculating here but majority of them are) will be spent on drugs and alcohol
