There are quite a few ASUS ROG b450 motherboards, you need to give us the exact model. You probably don't need to upgrade the motherboard at all.

Mobo is rog strix b450-f gaming

What gpu do you have 1k for a mobo and cpu is way too much to spend $600 max I’d say and that’s a 5900x 12 core sweat drip

You can still use your current B450 motherboard with the newer AMD Ryzen 5600X and 5800X. The 5600X comes with a cooler while 5800X does not.

AMD Ryzen 5800X ~$400
Noctua NH-D15 ~$100

You can also go above the 5600X/5800X, with Ryzen 5900X or 5950X. But I think this is too much unless we know what your use requirements are.

The Asus ROG Strix B450-F doesn't have any PCIe Gen4, according to their website. But I'm reading that with a BIOS upgrade, you can get PCIe Gen4 for your SSD only. You should consider a new motherboard with the X570 chipset. They range from $200-400.

When searching for the X570 motherboard, try searching on eBay or another used market because these are cheap sellers due to the NewEgg combos (people buying GPU from the combo and re-selling the motherboard on eBay).

I have liquid cooling already and 64gigs of ram 4x 16gig sticks

I would just get the AMD Ryzen 5800X, or the 5900X or the 5950X. (8, 12 or 16 cores respectively)
